鄉鎮畜牧獸醫站管理辦法

第一章總則

第一條為了加強鄉鎮畜牧獸醫站的管理和建設～促進全市畜牧業生產和動物

衛生事業全面發展～根據《中華人民共和國動物防疫法》和《靖江市畜牧獸醫管理

體制改革實施方案》,靖政發[2007]184號,等有關規定～制定本管理辦法。

第二條鄉鎮畜牧獸醫站是國家設臵在鄉鎮的全民所有制事業單位～屬市農委

領導～實行站長負責制～經濟獨立核算。

第三條鄉鎮畜牧獸醫站的主要工作職能是:宣傳、貫徹、執行黨和國家有關畜

牧業生產發展、動物防疫的方針、政策、法律、法規。具體承擔轄區內動物防疫和

技術推廣服務等職能,同時承擔上級部門和當地政府交辦的其他工作。

第二章組織機構和人員管理

第四條鄉鎮畜牧獸醫站按市行政區劃設臵～全市設***個鎮,園區、街道辦,畜

牧獸醫站。

第五條鄉鎮畜牧獸醫站人、財、物三權統一歸市農委管理～并接受當地黨

委、政府的領導。

第六條鄉鎮畜牧獸醫站管理人員和技術人員～根據轄區畜牧業生產發展和動

物防疫工作的需要配備～人員編制數以市農委和人事部門核定的基數為準～不得超

編。

第七條鄉鎮畜牧獸醫站編制人員的缺額配備和自然減員補充按carriedout;

有關規定～按程序聘用。在編人員的借調、辭退、自動辭職均應經市農委同意

～報市人事部門批準～按規定程序辦理。

第八條鄉鎮畜牧獸醫站設站長、副站長各一名～實行競爭上崗～按照“公

開、公平、公正”的原則～擇優聘用～由市農委任免。

第九條鄉鎮畜牧獸醫站必須努力提高職工的文化素質和業務素質～在職人員

必須取得大專以上專業文憑～并取得規定的職業資格證書。

第十條鄉鎮畜牧獸醫站職工的專業職務評聘和技術培訓、考核、晉升、獎懲

～根據有關規定辦理。

第十一條鄉鎮畜牧獸醫站設立動物醫院～為企業性質。接受市農委及當地黨

委政府的領導。

動物醫院院長由站長兼任。工作人員根據當地畜牧獸醫工作需要配備。

第三章業務管理

第十二條鄉鎮畜牧獸醫站主要業務工作是:

1(協助當地政府制定本行政區域畜牧業發展計劃、規劃～按照上級要求制定本

區域動物防疫工作計劃。

2(組織開展動物疫病免疫接種、檢疫、消毒～開展動物流行病學調查、動物疫

病監測、疫情處理等工作。

3(開展畜產品安全監管工作。

4(開展技術培訓、講座、信息咨詢服務～承擔上級下達的技術推廣任務～開展

技術示范與指導。

5(做好各類報表統計、上報工作。

第十三條防疫管理

鄉鎮畜牧獸醫站按照動物防疫責任制要求開展工作。每個工作人員劃定管理責

任區～下達工作任務、明確工作職責。

1(免疫管理。實行“誰免疫、誰負責”的免疫工作責任制～按免疫計劃和上級

工作要求做好動物各種疫病的免疫接種工作～免疫密度和免疫質量達到規定要求。

認真實施免疫溯源工作。

2(檢疫管理。實行“誰檢疫、誰負責”的檢疫工作責任制。推行檢疫申報制。

規范開展產地檢疫、屠宰檢疫。按標準收取檢疫費～每月定期結繳檢疫費。

3、動物疫情管理。按要求開展動物流行病學調查、動物疫病抽樣監測工作。

規范開展實驗室工作。發現重大動物疫情～按規定及時、規范上報～不得隱瞞不報

～同時規范處理疫情。

4(動物防疫物資管理。動物防疫物資包括疫苗及其它生物制品、免疫標識、獸

藥、防護用品等。各類動物防疫物資均需建帳管理。

疫苗及其它生物制品、免疫標識、獸藥、防護用品統一由市牧醫中心采購。各

站根據工作需要定期上報使用計劃～至市牧醫中心領用或購買。

第十四條動物診療管理

動物診療實行企業化管理～按照國家有關法律法規要求開展診療管理。

第四章站務管理

第十五條建立健全各項規章制度～按照省農委建設鎮級畜牧獸醫

站“有健全的專業隊伍、有合適的工作場所、有完備的基礎設施、有科學的工

作機制、有穩定的經費保障”的“五有”標準～規范管理。

1(學習制度。實行每月例會學習制度。正常每旬半天學習交流會議。主要內容

為:匯報交流上旬工作情況～部署本旬工作,組織學習時事、政治法律法規知識及畜

牧獸醫專業知識。鼓勵和支持職工參加函授、培訓、自學、調研和講座等～努力提

高政治業務素質。

2(工作責任制。站所有工作人員分工明確～責任到人～制定防疫、檢疫、診

療、保管等責任制。

3(議事制度。按照民主集中制的組織原則～堅持在站長領導下的分工負責制～

重大事項必須經討論形成一致意見后向農委負責人報告后批準同意方可實施。

4(民主理財制度。做到站務公開～民主理財。

第五章資產和財務管理

第十六條鄉鎮畜牧獸醫站資產和財務管理按照《靖江市鄉鎮畜牧獸醫站財務

管理規定》執行。

第十七條鄉鎮畜牧獸醫站資產屬國有資產～任何單位和個人不得侵占、平

調。

第十八條鄉鎮畜牧獸醫站不設立會計～由市農委成立專門機構統一財務管理

～實行分站核算～各站設立報帳員～各項支出經站長審核簽字后由報賬員每月按規

定至市農委報銷帳目。各站資金不平調～原有債權、債務不變～當年結余資金結轉

下年使用～虧損由單位自行承擔。

第十九條鄉鎮畜牧獸醫站實行統收統支～收支兩條線。所有收入carriedout;

及時交市農委設立的專門帳戶～可預借備用金作臨時支出。

第二十條鄉鎮畜牧獸醫站在編人員工資由市人事局核定。實行績效工資～績

效工資、福利、補貼由市農委根據考核結果審核同意發放。

第六章考核和分配辦法

第二十一條市農委根據社會經濟發展需要及業務工作要求每年年初下達各鄉

鎮畜牧獸醫站年度工作目標任務。考核內容主要為畜牧獸醫業務工作、經濟工作指

標。

第二十二條市農委成立鄉鎮畜牧獸醫站考核工作小組。每季度對各站考核一

次～考核按照《鄉鎮畜牧獸醫站目標管理考核細則》及《鄉鎮畜牧獸醫站事業單位

獎勵性績效工資分配方案》進行。

第二十三條分配方法

1(在編人員工資每月發放工資構成部分的基本工資～績效工資,包括基礎性績

效工資和獎勵性績效工資,根據考核結果按季度發放。

2(動物醫院工作人員工資以工資標準的50%作為效益工資～根據考核結果按比

例發放。

3(對防檢等工作和人員管理實行季度百分考核。各站負責人的績效工資根據農

委考核情況核定～按季度發放。其他工作人員實行包干負責制～年初落實目標責任

～進行考核評分～得分95分的享受全額績效工資～考核分高于或低于95分的按比

例計算。
