1以魚骨形狀規劃道路，往工業區以大道為主，住宅區則建設小路，商業區可劃可不 劃（工作人口肯定會足，但為了往后城市美感也可以規劃） 。
2 貸款建原礦坑，擴展，不要忘記預留資金建貿易倉庫，初期盡量不建公共設施（醫 警消防學校等），待緊急（起火了）或游戲不斷提示的時候才建：但以下建筑越早建越好： 電，水（肯定了），污水，垃圾。
3 賣煤賣礦，這時候不論在貿易還是在收支上都是穩建的。繼續建礦，直至擁有2礦 ＋1煤（生產量足夠升級建筑即可）。
4 等待資金漲至三十萬元，建金屬總部，升級建筑并加建治煉部門（由于加建治煉部 門需要二十萬，在有足夠資金前建好金屬總部只會白白每小時浪費 450 元！！）。
5 終于踏上暴富的階段了！！建煉鋼場，把生產金屬的部件全部移除，只生產合金。 另外，生產合金需要2：1比例的礦和煤，這也是2礦＋1煤的原因。
6 馮著賣合金的錢城市終于可以快速發展，別的不談，建學校，為下一步升級作準備。
