淺談南水北調(diào)工程總投資控制管理

摘要：南水北調(diào)工程具有跨流域和地區(qū)、線路長、周期長、涉及面廣，投資額巨大等特點，對其投資控制是關(guān)系國計民生的大事,只有采取科學(xué)的、動態(tài)跟蹤控制管理,才能有效控制總投資,實現(xiàn)項目預(yù)期經(jīng)濟(jì)效益和社會效益。

Abstract: the south-to-north water diversion project will have the cross river basin and the area, long lines, and a long life cycle, broad and huge investment etc, the relationship between the investment control is great and the people's livelihood, only take scientific, dynamic tracking control management, can effectively control the total investment, realizing the project of the expected economic benefits and social benefit.

1 概述
南水北調(diào)工程包括東、中、西三條路線，涉及長江、淮河、黃河、海河四大流域及多個省、市、自治區(qū)，包含了數(shù)量眾多、類型復(fù)雜的各種建設(shè)項目，具有跨流域和地區(qū)、線路長、周期長、涉及面廣、投資巨大等特點，對其投資的控制關(guān)系國家重大經(jīng)濟(jì)利益，需科學(xué)、動態(tài)地跟蹤控制管理。
