考點來了！脫貧摘帽、扶貧、減貧... 如何用英語表達？

“脫貧”的譯法

脫貧的意思是擺脫貧困。2015年11月27日至28日，中央扶貧開發工作會議在北京召開。11月29日，《中共中央 國務院關于打贏脫貧攻堅戰的決定》發布。

“脫貧”常見的官方譯法有以下幾種↓

poverty elimination

據牛津詞典的釋義，eliminate的詞義是to remove or get rid of sth/sb，即排除、清除、消除。因此，官方常用poverty elimination來表達“脫貧”或“消除貧困”。

例如在外文局發布的《中國關鍵詞：精準脫貧篇》中關于“脫貧”有如下描述：

要通過改變生存環境、提高生活水平、提高生產能力實現脫貧，還要有鞏固脫貧的后續計劃、措施、保障。

Efforts should be made to improve local living environment, rai the local living standard,

and enhance people’s ability to work, and follow-up plans and measures are also needed to

sustain the results of poverty elimination.

poverty alleviation

對于“脫貧”一詞，官方也采用過“poverty alleviation”的譯法。Alleviate意為to make

sth less vere，表示減輕、緩和、緩解。

在2019年的政府工作報告中就采用了“poverty alleviation”的譯法：

報告提出，加大精準脫貧力度。今年再減少農村貧困人口1000萬以上，完成易地扶貧搬遷280萬人。

We will step up targeted poverty alleviation. This year, we will further reduce the poor rural

population by over 10 million, including 2.8 million people who are to be relocated from

inhospitable areas.

lift out of poverty

lift的意思是to rai sb/sth or be raid to a higher position or level，這一譯法比較形象，lift out of poverty的字面意思是“從貧窮狀態中被舉起”，即“脫離貧困”的意思。

例如外文局發布的《中國關鍵詞：精準脫貧篇》中提到：

從脫貧攻堅任務看，2018至2020年，還有3000萬左右農村貧困人口需要脫貧。

According to China’s timetable for poverty elimination, about 30 million impoverished

people are to be lifted out of poverty from 2018 to 2020.

poverty eradication

eradicate的詞義是to destroy or get rid of sth completely, especially sth bad根除、消除，poverty eradication意味著從根源上消除貧困。

2019年政府工作報告中對“脫貧”有如下描述：

脫貧致富離不開產業支撐，要大力扶持貧困地區發展特色優勢產業。

The eradication of poverty and achievement of prosperity cannot happen without the

support of industries.

end poverty

end作動詞是終止、終結的意思，to end poverty即終止貧困。

例如外文局發布的《中國關鍵詞：精準脫貧篇》中提到：

引導和支持所有有勞動能力的人立足當地資源，實現就地脫貧，依靠自己的雙手開創美好明天。

All tho with the ability to work should be guided and encouraged to work for a better

future with their own hands and rely on local resources to end poverty.

在關于“脫貧”的表述中，“脫貧摘帽”也是個常見詞匯，它的常見官方譯法為“lift out

of poverty”。

例如CGTN在關于全國脫貧摘帽的報道中提到：

貴州省66個國家級貧困縣全部脫貧摘帽。

All 66 impoverished counties in southwest China's Guizhou Province have been lifted out of

poverty.

另外，在關于“脫貧”的表述中，“脫貧攻堅戰”也是較為常見的一個詞。官方對于“脫貧攻堅”或“打贏脫貧攻堅戰”的譯法主要有以下幾種：

poverty elimination/ poverty elimination campaign

“脫貧攻堅”有時也直接翻譯成“脫貧”，如外文局發布的《中國關鍵詞：精準脫貧篇》中提到：

中國脫貧攻堅目標是在2020年解決區域性整體貧困問題。

The country is expected to eliminate overall regional poverty by the year 2020.

脫貧攻堅不僅是要使貧困人口如期全部脫貧，還要使貧困地區經濟社會發展上一個臺階。

The goals of China’s poverty elimination campaign are to lift all disadvantaged people out

of poverty as scheduled, and to bring local economic and social development to a higher level.

declare victory over poverty

declare victory是宣告勝利的意思，宣告戰勝貧困意味著打贏了脫貧攻堅戰。

如外文局發布的《中國關鍵詞：精準脫貧篇》中提到：

中國的新疆維吾爾自治區和云南省宣告成功消除絕對貧困。

China's Xinjiang and Yunnan declare victory over absolute poverty.

win the battle against poverty

win the battle與declare victory譯法相近，強調的是戰勝貧困。

如外文局發布的《中國關鍵詞：精準脫貧篇》中提到：

打響脫貧攻堅戰以來，中共中央制定貧困地區特色產業發展規劃，針對產業脫貧出臺專項政策。

To win the battle against poverty, the central leadership has worked out a plan for

developing new economic activity in poor areas with a host of supporting policies.

中共十九大報告提出堅決打贏脫貧攻堅戰。

The CPC t the task of winning the battle against poverty in its report to the 19th National

Congress.

“扶貧”的譯法

扶貧是保障貧困戶的合法權益、取消貧困負擔、促進生產擺脫貧困的一種社會工作。國務院扶貧開發自1986年開始。

“扶貧”的官方譯法主要有以下幾種：

poverty alleviation

alleviate意為to make sth less vere，即減輕、緩和的意思。我們看到，官方除了在上述“脫貧”的表述中使用poverty alleviation外，還用其表示“扶貧”。

例如李克強總理在2019年政府工作報告中提到：

開展扶貧領域腐敗和作風問題專項治理，改進考核監督方式。

We will take targeted measures against corruption and misconduct in poverty alleviation,

and improve the methods ud in evaluation and oversight.

poverty relief

relief在牛津詞典中的定義是food, money, medicine, etc. that is given to help people in

places where has been a war or natural disaster，即救濟、援助的釋義，poverty relief就有幫扶貧困地區和貧困人口的意思。

例如China Daily的報道中提到：

10月17日是第六個國家扶貧日，國務院扶貧開發領導小組辦公室表示，預計到今年年底，全國95%現行標準的貧困人口將實現脫貧。

Ninety-five percent of the country's poor population will escape poverty by the end of the

year, China's top poverty relief office said on Friday in the run-up to the sixth National Poverty

Relief Day on Oct 17.

poverty reduction

外交部發言人趙立堅在11月20日回答記者提問時提到：

“精準扶貧”、“因地制宜”等中國特色扶貧理念越來越受到國際社會關注。

China's visions on poverty alleviation, including "targeted poverty reduction" and "tailoring

policies to local conditions", are drawing more and more attention from the international

community.

從上述例子中，我們可以看到常見的一個說法“精準扶貧”的譯法，除了譯作targeted

poverty reduction外，還可譯作targeted poverty alleviation或targeted poverty relief，例如：

精準扶貧、精準脫貧深入人心。

Targeted poverty alleviation and elimination have gained extensive support across the

country.

“減貧”的譯法

減貧，就是減少貧困戶，幫助貧困人口解決溫飽問題，幫助其改善生產生活條件和享受基本公共服務。

減貧一般翻譯為poverty reduction，官方譯法也可見poverty eradication。

Reduction的動詞為reduce，意為減少，poverty reduction為減貧的直接譯法。

如外文局發布的《中國關鍵詞：精準脫貧篇》中提到：

改革開放40多年來，中國經濟社會發展取得巨大成就，幾億貧困人口脫貧，完成這期間全世界超70%的減貧任務。

Since the launch of reform and opening up in 1978, China has made great economic and

social progress. The hundreds of millions of people that China has lifted out of poverty account

for over 70 percent of global poverty reduction during the period.

外交部發言人趙立堅在11月20日回答記者提問時提到：

中國通過實際行動，為世界減貧事業提供幫助。

China is taking concrete actions to support poverty eradication worldwide.
